 In May 2006 the Ministry of Environment and Waters (MEW) and the organisations for packaging waste recovery, signed a Memorandum for achievement of the national goals for utilisation and recycling of packaging waste for a three-year period, until the end of 2008.


The document imposes the objectives and technical criteria to be met by the system for separate collection of packaging waste, as well as the investment and operational expenses necessary for their establishment and functioning of the system.

 

According to the Waste Management Act and the relevant European Directives, the following 3 criteria are considered for the evaluation of Ecobulpack’s target results:

 

 I.          Quantities of collected and utilized packaging waste.
II.         Population included in the system ( Covered residents ).
III.        Investments.

 

 
 
I.       Recovered quantities
 
 In 2007, Ecobulpack’s clients released a total quantity of 109 400 tons of packaging materials on the market. The national recycling target rate of 39% makes Ecobulpack responsible for the recovery of 42 666 tons.
However, Ecobulpack exceeded the target by collecting and recovering 54 237 tons of packaging waste.

II.      Population served

 

In 2007, the total population serviced by Ecobulpack’s systems for separate packaging waste collection was 1 810 149 people, which exceeded the planned target of 1 715 400 people. The total population served has thus increased over four times since the company started its operations four years ago.
In 2007, Ecobulpack exceeded also its targets for the network density of separate waste collection containers. The company provided 17 290 containers which makes more than twice the initial target of 7 048 containers .

III.     Investments

 

 In 2007, Ecobulpack invested BGN 10 258 099 in separate waste collection systems. The funds were invested for the purchase of containers, specialized transport devices , machinery and equipment, building of stations and waste sorting installations. This amount of investments exceeds by BGN 3 mln the investments made in 2006. Such waste sorting installations operate in Sliven, Gabrovo, Pazardjik and Russe.
  In May 2008, in Sofia, the company started the operation of the first installation in Bulgaria for reprocessing of packaging material of glass, plastics and paper. The investment made for the construction exceeded BGN 10 mln by the end of 2008, such installations are planned to begin operation in Targovishte, Yambol and Plovdiv.
